The Turkish government, in agreement with the Allies, freed the German government from its war commitment to accept the Turkish government at a specified exchange rate as a means of payment for goods to be exported from Germany to Turkey after the war. In accordance with the provisions of Article 259, Part VIII (financial clauses) and Article 277, Part IX (economic clauses) of the Treaty, Turkey definitively accepts the annulment of the Treaties of Brest-Litovsk and all contracts and agreements it has concluded with the Russian maximalist Government. In the absence of agreement on such an agreement, Greece and Turkey have the right to address the Council of the League of Nations, which shall lay down the conditions for such an agreement. . . .
